WIFI calling isn't available yet from Verizon. I have heard rumors that Verizon will implement it soon, but that's all I know.

Mar 23, 2016 9:03 AM in response to elisioby FoxFifth,★HelpfulIt is available with iOS 9.3 (the current version). Turn it on via Settings > Cellular > Wi-Fi Assist (almost all of the way to the bottom of Settings > Cellular on my phone).

However, the link below from Make a call with Wi-Fi Calling - Apple Support
"To use Wi-Fi Calling, you need an iPhone 5c or later on a supported carrier."
does indicate that Wi-Fi Calling is now available with Verizon.
