Servers EnterpriseApparently there is an issue specific to the iPad2 model.
I suggest you monitor this existing thread iPad 2 iOS 9.3 can't activate for news.

Mar 24, 2016 11:39 AM in response to Johnh43by janmarbol,my battery died after I installed this update yesterday. Today it went from 100% to 2% while not being used at all and everything disabled. It says that home screen is sucking 81% battery!!

Apple, I believe, has acknowledged and recognized this issue with activation server difficulties with certain iPad models and have stated that they are working on this issue and that it will be resolved as soon as possible.
Hopefully sooner.
It is affecting mostly iPad 2 models, but users with iPad 3,4 and 1st gen iPad Mini models are, also, reporting the same issue.
