Q: iPad 2 after install of ios9.3

After installing ios9.3 on and older iPad2 that was working fine, now the Ipad2  gets message "Could Not Acitvate iPad   ".  Followed instructions but have been in a loop since Tuesday. Seem like I'm locked out.  Any suggestions other than calling Apple support.
