You will not lose data by resetting, but it can clear some glitches after installing new software or apps.
If this does not work, and to make sure that this is not software related, set it back to factory settings, without using a backup afterwards.
If the Safari is working up again, restore from the backup.

Contact info and app data is part of the backup made in iTunes, apps will also be copied to your iTunes library or can be downloaded again for free:

Make sure that in iTunes/Edit/Preferences the option to sync your device automatically is not enabled.

After you restored your phone from the iTunes backup, you could just enable that feature again to sync the info back to your phone from iCloud, in case the iTunes backup did not restore the contact info or something went wrong during that process.

To be on the safe side you can also create a backup in iCloud before you start.
I always let iCloud backup the phone on a daily basis and from time to time I use iTunes to have the same data on my computer, just in case.
