Mar 25, 2016 7:12 AM in response to Bism4rckby Ralph9430,Apple has issued a fix for this problem. Connect your device to a computer running iTunes 12.3 or later and connect the device. An updated version of iOS 9.3 will be installed that corrects the problem of not being able to activate the device. You will still need your Apple ID and password however.

Mar 25, 2016 7:21 AM in response to Ralph9430by zelig who,Would that be the ID that was originally associated when first activating the iPad? Because many are saying that they are still having problems with that step. I've changed my Apple password a number of times since then and don't remember what it was when I first got the iPad. Concerned I'll end up with a still non-working iPad, just with a new problem. Any others have info about ID required?

Mar 25, 2016 9:05 AM in response to Bism4rckby elcpu,For all who are still having this issue, Apple has pulled the iOS 9.3 update for older devices (iPad Airs and previous, iPhone 5s and previous) due to problems with Activation. See these articles for details and possible workarounds.

A new build for the iPad 2 is now available that does not require the Activation step. A fix for the other devices is not yet available.

Mar 25, 2016 1:05 PM in response to hungcocaby alanfrommalton,This finally worked for me after several days: If you can’t activate your iPad 2 (GSM model) after you update to iOS 9.3 - Apple Support
I needed to restart iTunes a few times after the new iOS download but seems fine now.
Many wasted hours, though - not good enough Apple.

Mar 25, 2016 3:01 PM in response to Gldfireby MichelPM,Really?...
All of my older iPads work just peachy keen on iOS 9.2.1.
NO Issues whatsoever with the last iOS 9 update.
My iPad 2 and 3 models and some other older iPad 2 and 4 models, from family & friendsI have updated to iOS 9.2.1, are still working well and I advised them early on to wait to update until I update my own iPads.
Unlike most of the ADD crowd that just HAD to download the new iOS immediately, if not sooner, I didn"t!
IMSO, iOS 9.3 is a yawner, ho hum update that I am not in a big hurry to update to.
An iOS update Lite, I am calling it
It doesn't offer anything of significance for my iPad Pro and adds, virtually, nothing to my older iPad 2 or 3 models.
I might not even update any of my older iPads because there won't be anything of real signifucance that older iPads get out of iOS 9;3.
I truly can't believe all of the iPad 2 users that bothered with iOS 9. iPad 2, 3 and 4 models will only get a minimal of base features of iOS 9.
Not enough, for me, to bother with.
The only iDevice that I own that will truly benefit from most of the iOS 9 features set is my iPod Touch 6th gen.
That, maybe, the only iDevice I will update to in another week, or so.
