Restoring to factory settings will download the newest firmware, after that restore from the latest backup you made before you started this update process.

Mar 26, 2016 4:01 AM in response to Ingo2711by Austin Bluffs,Thanks for this response. I have the same problem. IOS 9.3.1 is downloaded to my iPhone 5S but it won't install. The error keeps saying I am not connected to the Internet but I am connected to the Internet. I also tried to update on iTunes but it says my software is up to date (but I still have 9.2 on it). If I don't do anything, is it possible that Apple will fix the problem in a future update so I don't have to spend time on this workaround?

Mar 26, 2016 7:13 AM in response to natadeeby elcpu,Apple has pulled the iOS 9.3 update for some devices (iPad Airs and previous, iPhone 5s and previous) due to problems with Activation. You will not be able to update until a fix is issued.

A new build for the iPad 2 is now available that does not require the Activation step. A new build for the other devices is not yet available.
