Mar 26, 2016 8:28 AM in response to Benomranby FoxFifth,The only carriers that I see on Make a call with Wi-Fi Calling - Apple Support are the five that support wi-fi calling from an iPad or iPod.
That page gives a link to Wireless carrier support and features for iPhone in the United States and Canada - Apple Support and it shows carriers in Canada and UK (but none for Saudi Arabia) that support wi-fi calling from an iPhone.

Mar 26, 2016 10:55 AM in response to FoxFifthby Benomran,For the last 3 months WiFi calling was up and running for the Saudi GSM provider Zain , and it was listed on Apple web site as one of the 12 providers that carry this service, However last week it stoped working on other networks' WiFi and only works on their WiFi network which defate the purpose of WiFi calling.

Mar 30, 2016 5:42 AM in response to Benomranby Benomran,Sorry to bring the subject again; Zain WiFi calling service is currently working on Zain WiFi; the competitors had blocked access to Zain WiFi on their WiFi networks. Unfortunately Zain doesn't provide FTTH internet, they only provide cellular internet. Is there any way to get around the competitors blockage?

They obviously don't want competitors traffic bogging down their network. Unless there are laws that would require them to carry that traffic (think net-neutrality), there's not much you as an individual can do about it.
