Q: how can i activate my iphone i have update with a new version 9.3 and know its deaktivated and cant log in thanks

i have update my iphone with new version 9.3 then know i have problem do sent accept my apple id and password i have try to change the password and everything still cant accept the apple id , i think its deactivated for security reason but how can i activate i have try with iTunes and i cloud everything still do sent work
