iTunes Store content needs 2.5/6/8 Mbps for near instant playback in SD/720p/1080p so iTunes rentals purchases will take ages to buffer.
When I had only 1 Mbps it might take 10-12 hours for a movie to download sufficiently to play.
If you are managing to play Netflix on the phone using the 512 kbps feed (Netflix is rate adaptive reducing quality for poor connections) you should in theory be able to Airplay it unless that was never possible due to the expectation you'd play direct on AppleTV.
'Sign In' errors are not uncommon in all honesty and not necessarily due to your broadband speed - I would unpower and restart the device.
As for hooking AppleTv4 up via ethernet that may well help stability of Airplay if you are using your router's wifi and signal is poor (I assume you are not using peer to peer Airplay, but that might be an option to look at too) as only the phone will be using the wifi and it will have more bandwidth to play with on the LAN if AppleTV 4 is not sharing it too..
