Mar 27, 2016 7:17 AM in response to MarkBeattyby elcpu,Unfortunately this is a known issue with 9.3. This article summarizes some of the problems. Disabling Javascript in Safari helps but this sacrifices javascript functionality on the web browser.

Mar 27, 2016 7:51 AM in response to MarkBeattyby MarkBeatty,To be honest, Mail is extremely sluggish now after the iOS 9.3 update also. Having a lot of instances the phone is freezing for a couple of seconds when either opening a mail or scrolling down. My iPhone just isnt the same since the update. Hope Apple issue a fix ASAP as this seem to be a well reported bug!

Mar 27, 2016 11:13 AM in response to elcpuby Erich1979,Same issue here and disabling java script did not resolve the issue. 9.3 seems to work fine on my iPhone 6, but iPad Air 2 is where the glitch is. I rely on my iPad for a ton, so here' hoping for a patch in the near future.

Mar 28, 2016 3:23 PM in response to MarkBeattyby MarkBeatty,Manually restored iPhone to ISO 9.2.1 by downloading the IPSW file from the internet. Followed instructions from the internet and all went well apart from not being able to do a restore from a previous backup. So have spent a few hours this afternoon reinstalling apps and tweaking settings not covered by iCloud. Checked with my daughter who has a iPhone 6 also, purchased a few months ago and she is not having the same problems with iOS 9.3 that I've had... strange. Anyway, happy now, despite wasting numerous hours today researching, downloading IPSW files and apps and modifying iPhone - thanks Apple... NOT

Thanks for using the Apple Support Communities!
From your question, I understand that hyperlinks are not behaving as expected after updating to iOS 9.3. We know how frustrating situations like this can be and we want to make sure your devices are working as expected.
iOS 9.3.1 was recently released. Performing this update should resolve this situation.
If hyperlinks don't open in Safari, Mail, or Messages after updating to iOS 9.3 - Apple Support
Cheers!
