If you us ICPL you can have your originals on iCLoud and smaller versions on your Mac to reduce your disk storage issues and you can share all of your photos with your iPad, iPHone and any other macs you have - but if you use ICPL with optimized photos anytime you need an original (editing or sharing) you will have to have an internet connection and wait for the original to download

Your question was should you enable ICPL or disable ICPL

You are not using ICPL it does not apply - when you do use ICPL then every change made anywhere is made everywhere - and again using ICPL is a personal choice and only you can make the decision to use it or not use it
If you are not use ICPl then deleting on one device does not affect the other devices

for future reference you may want to review this article -- Writing an effective Apple Support Communities question - it could have reduced this 20 post thread to two or four posts at the most - and probably would even have had a solution

Mar 14, 2016 4:19 PM in response to Bryann__7by Old Toad,If you have the My Photo Stream enabled any photo you delete from the My Photo Stream on the iPhone will delete the image in the library. However, if you delete the photo from the Camera Roll the photo on your Mac is untouched.

I ran a test with Photos 1.5 and 10.11.4 with these results:
1 - took two photos with my iPhone.
2 - deleted one photo from the Camera Roll on the iPhone. The photo was deleted from the My Photo Stream on both the iPhone and my Photos library on my Mac. It was not delete from the library and could still be seen in the All Photos window.
3 - deleted the second photo from the My Photo Stream on the iPhone. It was not deleted from the Camera Roll on the iPhone nor from my Photos library. It was delete from the My Photo Stream in my Photos library.
If you haven't updated to 10.11.4 the do so by applying the OS X El Capitan 10.11.4 Combo Update. It will update both the system and Photos, fixing some bugs in each and adding new features.
