Q: iPad 2 does not support iOS 9.3

My iPad 2 wants to download the latest update for the OS.  However, an error message saying that the machine is offline inhibits the upgrade process.  Upon investigating the devices that are compatible with features like Night Vision, the iPad 2 is not recommended because it does not have the retina display.   When I checked to see if I could push the upgrade with iTunes, the computer states that the device is up to date.  Therefore there is a discrepancy from the General Settings menu on the device and iTunes on my Mac Mini that is also current.  Since I have an iPhone 6, the update was successful.
