In the lower right corner of the Viewer is a button with an "A" on it, that is the Generator button. Click the button and from the drop down menu, for a simple title, choose Text > Text.

This will open up the Text title. To modify the title, click the tab for Controls:

and you can enter the text, change font etc. When done, drag to your timeline.

For more complex titles, Use Boris by clicking on the generator button and choosing Boris > Title 3D.

When you do the viewer will remain black. Click on the Controls tab and click on the Titles 3D Click for Options button to open the Boris Title Tool:

When done. drag the title to the timeline.
