It looks like your iPad 2 can't access cellular data and doesn't have the cellular network settings, even after changing SIM cards. You can find more troubleshooting steps that can help in If you can't connect to a cellular network or cellular data.
If this occurred after updating iOS 9 and the above steps don't help, next try restoring the iPad using the method in this article--If you can’t activate your iPad 2 (GSM model) after you update to iOS 9.3.

Mar 27, 2016 1:47 PM in response to jeremy_vby Footplate,Thank you. I have literally just left the Vidafine shop. Who feactivated it for the secon time. The shop has had a stream of people reporting problems that have occurred since the recent update.
i Will save your advice in the event it happens again.
