Mar 27, 2016 1:00 PM in response to Agathornby ianon,Similar problem here:
1. Safari won't open most links, including "open in background". App freezes and won't accept any input (has to be closed via Home).
2. Mail won't open any links
3. Apps using Safari won't open links, and freeze (again having to close app via Home button).
4. Chrome experiencing issues on some webpages, not others (possibly due to different way different links open).
Clearing cache, disabling java, hard reboot all have not resolved.
Apple support advise that it is impossible to downgrade to 9.2.1, which I would have done despite the pain of relaoding music etc.
Online tutorials to downgrade do not work either (as noted by other posters).
This is really really poor from Apple. At the very least they should make the downgrade process easy, to reduce user impact whilst they resolve their all-too-frequent bugs. All those millions of dollars still haven't bought them a robust testing strategy, or a customer-focused mitigation plan.
This is very likely to be the last iPhone I purchase. £550 for this lack of service is appalling. Customer loyalty eroded.

Taking Javascript off "fixes" Safari, but doesn't help with email, Chrome etc.

Mar 27, 2016 1:14 PM in response to desaitejasby dabwat,Okay so this worked one time, just as it worked one time at the Apple Store when I left yesterday after spending the entire weekend trying to solve this freakin problem with my phone. Now it is back to broken!!!!!!!!!!

Mar 27, 2016 1:23 PM in response to Agathornby Alhazarad70,TThe only way I'm able to browse today is through the Google app. I can search and click on links there. Not on chrome Or safari. While this doesn't resolve the links in my email I need to click on for work, it's a workaround for Internet browsing.

Mar 27, 2016 1:30 PM in response to Agathornby Pop2022,I Have the sAmerica issues after upgrading to iOS 9.3 last night on my iPhone 6. Called customer service tech support and at first they denied having an issue with iOS 9.3 and that they are not aware of one. Then the guy comes back after I sent him the link to this page with people comparing about this issue and said that they were made aware of this issue 15 minutes ago. Bull.

Mar 27, 2016 1:33 PM in response to Spitfire2689by michalb79,Same here. Two iPad's Air 2 with iOS 9.3 have this problem. Links won't open in Safari. Disabling Javascript fixes the issue, but the page doesn't look the same. iPhone 6 and 6S with iOS 9.3 - both working fine. I can't figure out the pattern.

Mar 27, 2016 2:18 PM in response to Agathornby MrsB1966,Poor response from Apple below - seriously !!
"We've heard reports of this issue and it's currently under review. Be sure to keep your software up to date in case a future release addresses this issue
In the meantime, we do have two work-around options. Restarting the phone may allow links to work, but the issue can come back. You can also go into Settings > Safari > Advanced and turn off JavaScript, that will allow links to work but some websites may not function properly without JavaScript."
doesnt fix the email issue and i haven't paid over £1000 for devices to have to work around the f**k ups.
Patience wearing very very thin

Mar 27, 2016 2:25 PM in response to Agathornby Brian the Tech Guy,I upgraded my iPhone 6s to iOS 9.3 on Tuesday 3/22, but just began having this problem in the middle of browsing today, Sunday 3/27 (meaning that links were working, and then just stopped mid-session). As others have suggested, I have disabled Javascript in Settings -> Safari and can now use Safari, but links in Mail don't work, and in Chrome I have to hold down the link and open a new tab. I cleard my cache and then restarted and then rebooted the iPhone, but none of those has made a difference. I am very frustrated....
