If Safari is quitting unexpectedly on your iPhone, here are a few steps to try first:
Erase your browsing history and data from iPhone. Go to Settings > Safari > Clear History and Website Data.
Restart your iPhone. -- Restart your iPhone, iPad, or iPod touch
If your iPhone unexpectedly restarts when using Safari, I recommend backing up and restoring it using iTunes. -- How to erase your iOS device and then set it up as a new device or restore it from backups
