Q: ios 9.3 bugs /iphone 6 plus

I just recently upgraded a few days ago and I've had to restore the phone. The touchscreen doesn't respond most of the time but it isn't frozen because all the other buttons work. Its difficult to delete non-responsive apps. I've had some luck with deleting them through the manage storage in settings. Is anyone else suffering from the touchscreen issue?

This did not fix the problem. I thought upgrading to 9.3.1 would solve the issues and leave me happy. However i still have the same problem of the touchscreen not responding to touch at random intervals. Also the notification bar seem to go down and up right before I'm able to use the touchscreen again but its also random.
