Mar 27, 2016 7:13 PM in response to lisafromfrederickby turingtest2,There are normally some hoops you can jump through as you create your iTunes account that workaround the need for a card, otherwise once the account is set up iTunes may still expect you to provide one, which you can subsequently remove. If you don't have or want to use a credit card at this time you can try this method...
- Enable the menu bar if needed with Ctrl+B (Applies to Windows only)
- Sign out of the iTunes Store from the Store item on the menu bar
- Go to iTunes Store home page
- Go to Quick Links > Redeem
- Sign in with your Apple ID
- Go through the screens, accepting the EULA, etc. You should arrive at a Review Payment screen where one of the options is None - select this and continue. You shouldn't actually need to redeem a new voucher/card.
It is worth noting that one of the functions of the registration is to prove you have a valid billing address in the region whose store you are trying to use.

Made a new Apple ID, logged in with it, deleted the apps which I could no longer update and successfully re-downloaded them through my new Apple ID.
Removing already installed apps is a crucial step, because they remain associated with your old Apple ID, which is essentially blocked if you have an unpaid balance on it.

If Apple allowed any other form of payment besides a credit card (which I don't have) I may have been able to pay my enormous debt of 99 cents, but alas they don't, so I can't.

Using my debit card is also a no-go because it's Maestro; Apple only accepts Visa, MasterCard and AmEx. Apple needs to get into bed with PayPal or something, stat.

Fine print is a son of a so-and-so. Again, I've considered and tried pretty much everything. My solution is thus far the only one for the particular predicament I was in (and still am with my old Apple ID). Nonetheless, thanks for chiming in.

You have to have a card on file with PayPal in order to use it....not sure if the parenthetical note literally means a "credit" card. I'm guessing that if you are using PayPal, Apple would have no way to know what form of payment you are using. That is the point of PayPal - no payment card information is sent to the requester. From PayPal's Privacy Notice page:
Regardless, we will not disclose your credit card number or bank account number to anyone you have paid or who has paid you using PayPal, or with the third parties that offer or use PayPal Services, except with your express permission or if we are required to do so to comply with credit card rules, a subpoena, or other legal process.
Have you tried using a Paypal account with a form of payment other than a Credit Card and had issues?

May 9, 2016 8:51 AM in response to gail from maineby Sandro88,Yes, I've researched the Apple/PayPal angle as well and it can solely be linked to a credit card, at least it is in the Netherlands. Unlike, say, eBay, where I've been using PayPal successfully for years by simply linking it to my bank account number.
Thus far, I can't help but chalk this one up to Apple being difficult for no good reason... again. Luckily, the good outweighs the bad many times over, so it's all good.

May 27, 2016 9:34 PM in response to Sandro88by healiums,i experienced the credit card verification time out issue on my iPhone when I had 'Use mobile data' disabled in Settings > iTunes & App Store. By enabling mobile data I was able to verify my credit card. Seems like a software oversight.
I'm using an iPhone 6S with software that's up to date.
