Q: Dowload of 9.3

I am surprised to see this for an iPad 2 as it was supposed to be fixed.

Apple has pulled the iOS 9.3 update for older devices (iPad Airs and previous, iPhone 5s and previous) due to problems with Activation. See these articles for details and possible workarounds.

A new build for the iPad 2 is now available that does not require the Activation step. A new build for the other devices is not yet available.

Surprisingly young: it includes the iPhone 5S.

DON'T DO IT!

Indeed 9.3 a disaster - freezes apps and links don't work (in email, Safari, etc.). No word from Apple on time to fix.

Try a Forced Restart. Hold down the Home and Wake/Sleep buttons at the same time for about 15-20 seconds until the Apple logo appears. Ignore the "Slide to power off" text if it comes up. You will not lose anything.
