Mar 28, 2016 8:59 AM in response to dixie212by stedman1,Apple has temporarily removed the iOS 9.3 update for older devices to deal with some issues it was creating. Best to wait a few days for them to rectify the issues.

Mar 28, 2016 9:34 AM in response to dixie212by elcpu,Apple has pulled the iOS 9.3 update for some devices (iPad Airs and before, iPhone 5s and before) due to problems with activation. You will not be able to update until a fix is issued. I recommend waiting a while before trying again.

So many people are having problems with the update to iOS 9.3 and the questions are flooding the iOS support forums now. I am hoping that by consolidating some of the information available, it will help some of you without starting hundreds of new threads all asking about the same things.
Please do not shoot the messenger if you already know all of this. I am just trying to help by providing some information To the community. Theses problems are well known, Apple has acknowledged them and is reportedly working on a fix that should be out soon.

If nothing suggested works for you right now, you will just have to be patient (remember that "please don't shoot the messenger" thing from above ) and wait until Apple issues the fixed software update.
