Q: cannot activate ipad 2 after march 2016 update
downloaded the update iOS 9.3.
update completed, connected to network, then loads for a while but says unable to activate iPad due to a network issue.
tried disconnecting the device from my iCloud account still doesn't work. tried restarting it a few times and tried a new wi-fi network.

I contacted Apple support with this issue. They said they have no solutions at this point. Just from messing around with it and some internet searches, the follow worked for me.
Plug ipad into computer and have itunes open.
Hold down both the Power button and the Home button for 10 seconds.
When the 10 seconds are over, let go of the Power button but continue
to hold down the Home button until iTunes confirms that iPad is in recovery
mode. Holding down the home button after letting go of the power button is important. I had tried without doing this and it wouldn't work.
ITunes then gave option to update or restore. I chose update. That did it!! It took a good 20 minutes for the ipad and iTunes to run through their gyrations but it worked.
