Did you migrate an iPhoto Library or an Aperture Library to the new Photos.app? Then you are now using a very different application, and it is expected, that the features will be different.
But most of the organization of your Photo Library should have been transferred . The new Photos for Mac does not have events, but your iPhoto events are available as albums. Look for a folder "iPhoto Events" with albums inside.

iPhoto and Aperture are still running on MacOS X 10.11.4. You just need to update them to the compatible versions Aperture 3.6 or iPhoto 9.6.1. But sooner or later you will have to migrate your photo libraries to a different application.

I did a "repair" and restore of 23,000 files but all I can see is a list of dates and NO pictures. A second import got me 7000 unimportant faces but NO real pictures.
I cannot find any setting that will allow me to view any file as a picture

This sounds like you imported an old library - you never import a library as it does not work and gives you an giant mess - you open libraries - NEVER import one
You probably will have to restore your backup of the library from before you upgraded and start with that library
