BTW, the new build is 13E237. 9to5Mac misreported it as 13E5237 and then many in the media pick it up from there.
The new build only addresses the activation issues. Issues with links, etc remain to be fixed.

They did a diagnostic on my iPhone and found it was a hardware issue, not related to the iOS 9.3.1 update (although I still feel it's related because many others are having same issue). I went ahead and replaced my phone for a new one. Works perfect now!
