Q: split screen doesn't work with separate screen checked off

I updated the software and checked my separate screen box and it was checked off but split screen didn't work. I tried unchecking it, logging off, rechecking it, logging off again but that didn't work either. I'm holding down the full screen button for more than 3 seconds and nothing happens.

 

is there something I'm missing?

MacBook Pro, OS X El Capitan (10.11.4)
