Q: Can't create an afternoon Outlook calendar appointment on icloud

I have just installed icloud 2016 and are using Windows 8.1. I am using my icloud calendar in outlook. I cannot create an afternoon calendar appointment in Outlook while on icloud. Can anyone help please?
