Q: enable control-eject dialog
In days gone by (10.8 and earlier? I'm not sure when this functionality changed), I could hit Control-Eject and a dialog appeared asking whether I wanted to Shut Down, Log Out, Sleep or Restart. Now if I hit Control-Eject, it shuts down my Mac. How do I re-enable the older behavior?

Sorry my mistake, you are correct. And the control-eject still works on my iMac running El Capitan.
Have you tried going to System Preferences -> Keyboard -> Shortcuts and clicking the button "Restore Defaults"?
