I understand that you are having issues with getting Outlook to work with your iCloud account. Let's see if we can get that working for you.
I would start with taking a look at the article below as it goes into multiple options of troubleshooting to get this sorted out. It will ensure you have the latest version of iCloud for Windows. As log as you sign in with your iCloud account there, you can enable your email account to show up in Outlook.
