I'd just wait. Apple pulled the second version of 9.3 due to issues so your device could be trying to get a file that doesn't exist on the server.

This is a known problem on which Apple is working to to fix. For more information see Troubleshooting iOS 9.3 Update Problems and If you can't activate your iPhone, iPad, or iPod touch after installing iOS 9.3.

There was a new version build released two days ago. You should try updating now.
