Try the following (in this order).  It sounds like you use Windows (not a Mac), so I'll make that assumption...

Shut down (power off) the computer, and disconnect all USB devices.  Connect laptop's power adapter, so that it's not running on battery power.  Do this to Reset (restart) the iPod

Learn how to reset your iPod - Apple Support

Start up computer, run iTunes, and connect iPod to a direct USB port on the laptop, by itself.  If there's no difference, put the iPod into Disk Mode

Putting iPod into Disk Mode - Apple Support

Then connect to laptop again, still by itself.  If iTunes picks it up, it may prompt you to do a Restore with a message about "recovery."  If you're OK with erasing the iPod, do the Restore.  See if iPod is "identified properly" after the Restore.

If the problem persists, you said you uninstalled and re-installed iTunes, but you may not have uninstalled iTunes and related software components.  Follow the steps in this document to uninstall all listed components of an iTunes installation, in the described order

Remove and reinstall iTunes and related software components for Windows 7 and later - Apple Support

Then, reinstall the latest version of iTunes

Ultimately, I had to uninstall all the old iTunes components.  The link showing how to do this and what to remove was the key information.  It appears that a recent automatic download of new iTunes software from Apple somehow corrupted the program.  Before that download, everything was fine.  So after that final step, I was able to sync the new iPod, and it works  on the USB connection in my car.
