The iMessages Servers effectively "copy" an iMessages for the number of devices you have registered to the service and keep Pushing them out until your device signals it has accepted them.
Each device login involves the use of the devices Serial Number to "prove" it is the right device.
Once the device has accepted the iMessages then it is deleted from the server.
That can means, such as in your case, a "Copy" is still to be delivered to another device.
Whilst Apple calls the process "Sync" it is only really "Display on All Devices"
There is no connection between the devices over which devices have "seen" the iMessages or not.
Mail is a fetch Service and you can decide to leave emails on the server fro other devices to see.
That is not the case with Push service apps.
So the upshot is that cannot be done.
