Facetime is part of a standard iOS installation. It is not something that can be downloaded from anywhere and installed separately. Oman does not ban FaceTime but other Middle East countries do. eg, Saudi Arabia or the UAE, which have laws in place that require Apple and its authorized resellers to only sell iDevices with FaceTime permanent disabled in firmware. If the phone you bought originated from one of those countries which ban FaceTime, then it will never have FaceTime.
You could have bought a brand new device from Apple or an Apple Authorized reseller in Oman and it would have had FaceTime. If you bought used or from a non-authorized reseller and the phone originated from a FaceTime banned country, then it simply will never have FaceTime.
