Have you failed to maintain a backup copy of your computer?

It is not a backup device and media transfer was planned with you maintaining a master copy of your media on a computer which is itself independently backed up against loss. To use a device with a different setup you transfer the old library from a computer or a backup directly to the new setup, not the device to the library. Media syncing is one way, computer to device, updating the device content to the content on the computer, not updating or restoring content on a computer. The exception is iTunes Store purchases which can be transferred to a computer.
Redownload or transfer your iTunes Store purchases from an iPhone, iPad or iPod to a computer - https://support.apple.com/en-us/HT201267 - "This feature works only for content bought from the iTunes Store." As of iOS9 it no longer does apps which now must be re-downloaded directly from the Store.
For transferring other items from an i-device to a computer you will have to use third party commercial software. See this document by turingtest2: Recovering your iTunes library from your iPod or iOS device - https://discussions.apple.com/docs/DOC-3991 Even this method may not fully recover what you had in the library originally. For example if in order to save space when syncing you had converted music files to a lower bitrate, or photos to a lower resolution, it is those lower quality files you will recover.
If you subscribe to Apple Music, tracks which are not part of content you have purchased or uploaded cannot be transferred and have to be downloaded directly from iCloud.

- If you have Apple music, you can enable iCloud music library on all your devices.
- On your iPod touch and iPad, tap settings.
- Scroll down and tap music.
- Tap iCloud Music Library.
- A dialogue box will appear asking you if you want to murge your local and cloud libraries or replace the devices library with the cloud library.
- Tap replace.
- Now all your music should be available on all your devices.
On iTunes:
- Click iTunes menu>preferences.
- Scroll down and check the “iCloud music library” box.
- Now all your music will be recovered.

However when I tried to restore I could then see the names of all my songs, but when I tried to play I got message about cannot locate file. Then I was given the option to purchase the song again. Maybe I was not clear, but my ipod is where I did have my music and both my computer and my ipad did not. So sync computer to ipod would only wipe out what was working, so that was not useful.

However it turned out it did not cover my specific issue. Very nicely done description of how to solve a lot of issues, just not my specific one.

Apr 2, 2016 2:04 PM in response to Limnosby Rich1227,Per response just a few seconds ago I did do backups on my computer, so the rest of the lecture was not useful. Still don't know why that backup did not restore completely (only song names). This mentions things only work for purchases, and it turns out most of my music was not purchased from the iTunes store but was copied (legally) from CDs I had purchased. I was unclear what precisely was being referred to, but eventually Apple Support and I talked and the person I talked to had me use Windows Media Player to bring all my songs back into iTunes since I still had the files from the CDs on my computer. He was able to show me how to copy all with one command. Only issue I eventually ended up with was that in several cases I ended up with two copies of the songs on a CD. Solved that by deleting one of them, and after that all worked. Except for restoring my purchases which were made long ago (for years I have only used iTunes for ebooks and apps, not for songs). Was promised would restore songs but has not happened yet. But since those songs are actually not that important to be I don't mind - I did get my CD music (and music I converted from 33 rpm records) back into iTunes by using Windows Media Player.

Apr 2, 2016 2:27 PM in response to Rich1227by Rich1227,This is me replying to myself. I thought I should share what is the apparent root cause of my problem. Something apparently happened during an update of iOS. One problem I had was that there was not enough room on my ipad to update iOS so I deleted things I did not use very often on my ipad, figuring I could restore when I wanted from my computer. Music was one of the things I deleted from my ipad. And first time I did this it seemed to work fine. But the second time I tried to update my ipad by clearing space I had problems. And then I had problems with an iTunes update on my computer. After those two things happened is when I noticed my music on my computer was not working. I then tried to sync with my ipad, and that is when it stopped working with my music. My ipod remained safe in my car where I always keep it. It still works fine and hasn't done an upgrade in years.
With the Apple Support person I got my ipod and tried to recover my computer from it. Did not work - I got the file names but not the actual music. Then I noticed I had the files from my CDs (I had copied CDs from CD to computer, and then from there imported into iTunes when I first got my ipod). Then we were able to successfully import those files into iTunes again, and from there sync with my ipad. So all is good for me.
