Jun 23, 2015 12:33 PM in response to morganfaith6by zoso4,I'm late to this party, but this works for many who have too many photos showing in Settings > Manage storage. Worth a try.
1. Go to Settings >General >Date and Time >Toggle off "set automatically".
2. Set the Time back 2 years.
3. Go to the photos app and check the "Recently Deleted" album.
4. Tap "select" in the upper right corner.
5. Tap Delete All in the bottom left corner.
6. Then tap Delete XX Photos.
6. Go Back to Settings and confirm photos have been reduced from 2.3 gb to the correct number of gb.
7. Go back to "Set Automatically" in Date and Time and toggle it back on.

1. Go to Settings>General>Date & Time
2. Change the Date to 9/1/2014
3. Open the Photos app and click on the Recently Deleted album
4. Delete all photos that show up in that album
5. Go back to Settings>General>Date & Time and click on Set Automatically
6. See if your Photos memory is now accurate

I wasn't sure if this was going to work because it just seemed odd that iTunes would process streamed photos like that- but it did!
Now I can actually put my music on!
I'm so happy. I've been messing around with my Mac and iPhone for probably 10-15 minutes trying to figure out what the problem was.

Nov 10, 2015 1:03 PM in response to morganfaith6by michaeldg1,I had the same problem, but my cause was a little different. Sometimes 3rd party apps store photos on the phone without your knowledge. My culprit was the flickr app. Check the photo settings on your apps. For example, for Flickr:
Settings / Privacy / Photos / Flickr
So, I turned it off and back on and the problem was instantly fixed. Yeah!

told to reset by the Apple folks
however, couldn't because forgot my restrictions password
this worked:
settings
date & time
turn off set automatically
push back the date about 2 years
tap General in upper left corner
open photo app
open recently deleted (it may say 0, but open it anyway)
select all and delete
go back back to time & date setting and turn on set automatically
this restored almost 4GB of data for me!
