It is not possible to use iPhoto to browse the Time Machine backup directly on Time Machine, probably because the newer versions of iPhoto will write to any library on opening, and that would mess up your Time Machine backup.
Restore your iPhoto Library from your backup to an external drive instead of overwriting the current version of your library.
If you know the date, when you imported the photos you want to restore, you could try the quick-and-dirty shortcut to ctrl-click your iPhoto Library in the Finder, then select "Show Package Contents" and open the Masters folder.
With the Masters folder open as the topmost Finder Window enter Time Machine and go back in time, until you are seeing the version you want to restore from from. The Msaters folder is organized by the year-month-day of the date you imported the photos, not the capture date. without the iPhoto user interface it might be difficult to track down the photos you want to restore.
