Q: trying to see why my photos want tranfers to my new phone

I have my

photos in icloud but they are not going into my new replacement phone.

iPhone 6 Plus, iOS 9.3.1

Transfer content from an iPhone, iPad, or iPod touch to a new device
Are you using iCloud Photos?

Are you signed into Settings/iCloud and is Photos syncing turned on?

Try Settings/iCloud and slide off syncing. Wait a few minutes and then resync.

Have you tried signing out of iCloud and then sign back in?
