Can't Update iPhoto because it is not available in the App Store

I added the photos app but still can't get it to open to view all my photos!

Which app was that: iPhoto 9.6.1 or the new Photos? Did you download the iPhoto 9.6.1 app as described in the user tip; that Ho Lee Mackerel provided?
