I understand all that you have sent me to read.  I upgraded my storage because I was at the apple store and forgot to back up my phone so I did it there.  Therefore, I did not have enough storage and I had to purchase more for .99 cents.  I no longer need that and do not want to be charged that monthly.  On the email I got it says to go to downgrade and select the item you nned and it will update.  Mine has not, it still showing 50gb for .99.  I do not need that.  I went to downgrade options and clicked on the free 5gb and it's checked off but does not show up on the current plan.  It says I have to call apple which seems odd.  Please help me to downgrade my storage on icloud.

I am not Apple. I cannot help you any more than that. You tried to downgrade both from the iPhone and also from your computer? If it is not showing you what you need, then you are going to have to contact Apple. If the content is not present as described in the support document, your only option is to contact Apple.

As explained in the article linked to by Chris, It will not downgrade immediately. Once you select the lower option, it will wait until the period you have paid for expires and then it will downgrade.

The downgrade will take effect after your current monthly or annual subscription ends.

Since you have already paid for it, you will continue to get it for the remainder of the month.
