That is a confusing set of symptoms you have there.
It sounds like you were able to connect to the App Store before updating to iOS 9.3.1.
Your Apple ID and password are fine as they work on another phone and with a 3G network.
Yet you can't connect using LTE.
I gather you can still connect to the Internet with LTE and browse the web as you state this is an App Store issue.
