Q: Update and Touch ID issues.

1. Having difficulties updating to iOS 9.3.1 on my iPad Air 2 over the air. It says an error occurred.

2. Unable to activate Touch ID. Worked previously. Did not deactivate.

How can I get them working again? Thanks.

Are you able to try it hooked by a cable to a computer running the latest version of iTunes?
