My iPhone 5 was repaired and now it says searching with or without the sim, I don't have a computer to activate through iTunes and it won't activate over wifi how can I activate it after I reset it.

If you can't activate your iPhone - Apple Support

You can borrow your friend's computer or visit your local Apple Store to get assistance.
