If your iPad Wi-Fi + Cellular is unable to connect to the cellular data network, then I suggest that you follow through the steps in the link below.
If you can‘t connect to a cellular network or cellular data

Apr 9, 2016 12:23 PM in response to IPhone balaby Ghost_Rider,Yes, another new problem with the latest release. Turn off cellular or put the unit into Airplane mode.. Turn off the iPad. Give it a minute or so. Turn iPad back on. Turn cellular back on or take the unit out of Airplane mode. Fixed until you have to turn the iPad off again.
