Iphone 4s no sim support after update to ios 9.3

It says that i have to use USA cdma carier

But i used it here with Azerbaijani sim-card about 3 years.

Now after last updates - its not working. i can login to icloud. but phone is not activating for using sim card.

when i take out sim card and insert back, phone is activating - but without sim working. Please help me.

i have tried to downgrade to ios 9.2.1  - same problem, then i updated again to 9.3, then to 2nd update of 9.3

and last one 9.3.1 - it is still not activating.
