I am unsure what could be IN an email regarding the activation of you iPad. Some further instructions? Some "code"? What were you told to expect to be in it?
Some Apple emails gt caught by some email provider's SPAM/JUNK filters - check your webmail page SPAM folder for the errant email

Did you provide a proof of purchase for your iPad, showing you as the original owner?
If not, the USA Apple office has no solution for you. You either provide the proof of purchase, or you get the password for that account.
There are no other options.

Otherwise, you can't bypass the previous owner's Apple ID if it was not yours.

Apr 10, 2016 7:01 AM in response to LACAllenby Endybuster,2 months ago the ipad was linked to my mother's account and for some reason it dosen't work. I recovered my iPad, Putting it on DFU mode and then recovering it it still dosen't work, That's why we contacted apple to remove the account that is linked to the iPad they said they will email us if they fixed it. and does it take long for them to reply?

If Apple has not sent anything, that is Apple's way of telling you that they believe it is stolen as well - "no comment at all" is generally how Apple communicates "no"

I think you have your answer. If you did not submit a valid proof of purchase, or they did not consider what you submitted to be a valid proof of purchase, you won't be able to remove the activation lock.
