How is your HP Officejet printer connected to the AirPort Express base station ... by Ethernet, USB, or by wireless? If you run the HP Utility on your Win10 PC, can it find the printer? The 6500A is NOT an AirPrint-enabled printer. You should not be able to print from an iOS device to this printer.

MY printer is more specifically a HP 6500 E710-z and is wireless.  Has worked well for years.  Usually uninstalling and reinstalling the printer fixes issues but not this time.  Just seems that the amber light on the Airport Express preceded the problem.  Seems like the printer is not being connected.  I have been printing wirelessly.  Thank you for taking the time to reply.

At this point I would recommend that you do a hard reset on the printer.

    To do so,

    1. Press the Power button to turn on the printer.

    2. With the printer turned on, disconnect the power cord from the rear of the product.

    3. Unplug the power cord from the wall outlet.

    4. Wait at least 15 seconds.

    5. Plug the power cord back into the wall outlet.

    6. Reconnect the power cord to the rear of the printer.

    7. If the printer does not turn on by itself, press the power button to turn it on.

Not sure if resetting your printer solved your problem, 23mom, but I had what appears to be a similar problem with my HP Photosmart C7280 a few weeks ago after updating to OSX 10.11.4, but resetting my Airport Extreme base station, not my printer, solved my problem.

After updating, my printer frustratingly indicated that it was connected to my Airport network, but I still couldn't print to it wirelessly from any app on my iMac, as I'd done reliably for several years. I first reset the printer as described above, but that didn't work. Then I ran the diagnostic stuff, deleted/reconnected my printer to my wireless network a few times, checked to see if I needed an updated HP driver, etc.

I actually resigned myself to buying a new HP printer when I thought of resetting my Airport base station. I performed a soft reset, and it worked for me, but this Apple doc offers tons of info about how to perform a soft, hard or factory reset, if resetting your printer didn't solve this problem.

I Turned off the printer all night, unplugged it and reconnected, reinstalled the printer, cleaned everything I could find, reset the router and now I am connected and things are working. i thought I had done these things before but the sequencing may have been different.  Not sure what did the trick but I am very grateful for the help and will use suggestions again I am sure.  Puzzling.  23 mom
