Q: After software update, iPad will not connect to the server.

I recently updated my iPad and cannot connect to the server. Not able to connect to the internet. iCloud settings say I have to agree to new terms and conditions in order for the iPad to work, but it won't connect to allow me to agree. Why is Apple so slow to recognize and solve this problem and what is the solution?
