I understand you are having trouble updating your Apple ID account information. Are you switching to a different country? The resources below explain how to edit your payment information, and how to switch countries. There is a link to contact the iTunes Store Support Team if you need help with your account.
Change or remove your Apple ID payment information
Change your iTunes Store country or region

I tried to do al this, but it doesn’t work.
Every time I press continue after updating the payment info it says "your request is temporarily unable to be processed. Please try again later"
