I found the below article, disabled my anti-virus software (Avast), and then the device popped up in Windows. Resolve issues between iTunes and third-party security software - Apple Support.

Feb 1, 2016 6:45 PM in response to AKA.AKby Superslic,For Me, all I did was go to "Device Manager" Go to "Universal serial bus controllers" selct my iPhone, right-click and then uninstall the device. Be sure to check the box that says "Delete Software". Then I restarted my computer and I was up and running every time.

Mar 5, 2016 4:39 PM in response to AKA.AKby aliciabrillante,I tried the fix by sbgleason because I found it as apple usb in devices and printers but when I troubleshooted it it said there weren't any problems. I opened iTunes and it said that some update to be able to recognize when a connected device is connected was not updated so I updated it, unplugged the phone, closed iTunes, then plugged it back in and I was able to see my phone on both iTunes and My Computer.

control panel/system and security/windows firewall/ allow a program or feature through windows firewall
Click the change settings button
Scroll down and find itunes click it off then back on and click OK

I just got an iphone 5 and my mac is older, so I cannot update to the latest system/iTunes to my photos over. So, I thought I would try pulling them on to my husbands Windows 7 PC.
I read through all these posts. Tried the Control Panel, select device and hit "troubleshoot" option. Didn't work. Tried reinstalling the Apple USB Device driver. Didn't work. Then, on another site, I found a simple-sounding solution. I was desperate after more than an hour of no success, so I tried it, and it worked!
Make sure your iphone is unlocked, go to "photos" on the phone and select one of your photos. Then, connect your iphone to your Windows 7 PC via USB.
Now it shows up as an external device and you can copy over the photos.
It's a bummer that I need to use a Windows PC to pull photos off my iphone, eh?

Itune S u c k s and I don't use it regularly because
1) i don't have real need for it
2) When I do have to use it, Menu bar is hidden by default so I have to configure it
3) I backup on external drive and often, when I re login after six month, with external drive connected, it puts defaults files (media folder) in C: then, says Erase and Sync.
I hate that message as it's scary to me.
4) It waste my time to move my iphone photos to my windows computer storage/external drive (They do this by saying drivers are all good, but you just can't see the device).
I am technical and competent, I can and will figure it out. But wasting time over and over every six month when I try to back it up, is driving me crazy.
I have been buying apple products because it suppose to be easy allowing me to focus on other things important to me. But NO, Apple wants to give sh** storage, charge highest, lock you in and don't let your files and photos be transferred so you upgrade.
I question, why I used to like Apple? I am on board since first iphone, but now, I am will be shopping for another one that will be other than apple.

Itune will come up, but won't show the iphone. I completely uninstalled and installed iTune and all its pieces according to the order they give. (A long list, did order correctly), Tried the USB stuff.
Windows / Device Manger / find Apple Mobile Device USB Driver;
Turn off Itune if running Right click Apple Mobile Device USB Drive, disable, then unable,
Reconnect iphone, still didn't work.
I take a lot of pictures and videos and I needed to download these to my computer so that I can make movies. Spent many hours with no luck. Had to use drop box to off load pictures from the iphone and of course the 2 gig free they give doesn't go very far.
So I am thrilled to have the iphone showing up again. Still have not been able to figure out what makes the iphone disappear, as I didn't have problem for several months. Don't know if it is installing of new updates or what.
I like many other disgruntle users of apple product, have come to conclude that itune is terrible, and the interface iphone has to windows is horrible. It should not take people so many posts and so many hours to do something as simple as copying files from an iphone to one's computer. Maybe we all need to go back to good ole days of using a camera to take pictures and videos and not mess with iphones. Seriously thinking to switch to android if I find that it doesn't have major issues.

May 17, 2016 3:00 AM in response to sbgleasonby a9ng22h,This worked! Thank you! My iPhone has had storage issues for months. It shut down completely and I was lucky to get it back. Had to take out SIM card and do emergency iTunes reset but I saved all of my data. It has been performing oddly since then due to memory issues and I couldn't get my photos off. Now, I've cut and pasted photos to my computer, freeing up storage on my phone. Thank you. It totally worked - within a matter of minutes. :-)

May 17, 2016 8:56 AM in response to a9ng22hby Trissjw,I Had suffered with the issue of my iPhone's and iPad not appearing in "my computer" (a desktop PC) for a long time. Something I recently discovered is, if I try plugging into one of the usb ports on the front of the PC, the iPhone will be recognised by iTunes but never in "my computer". As a test, I plugged into one of the ports on the the back of the PC which is a direct connection into the motherboard, and everything showed up as I wanted!
i Assume there's some kind of issue with power or something when using a port not directly on the motherboard perhaps?
obviously this is of no help to laptop users, as I assume all ports on there are directly on the motherboard, but perhaps not? Could just try a different port and see if that helps.

Unplug all iPhones and iPads.
Open an administrator command prompt - click your start button, type cmd, and right click the cmd that appears and choose run as administrator.
type:
set DEVMGR_SHOW_NONPRESENT_DEVICES=1
devmgmt.msc
The device manager will load. From the top menu choose View, Show Hidden Devices.
Now, this might vary per Windows edition that you're using - on Windows 10, the iPhone devices show up under Portable Devices.
Right click each iPhone when you find them, and choose uninstall, until they are all gone.
Reboot your computer. Start iTunes. Plug in your iPhone and ensure that you respond positively to any prompts asking you to trust - this could take a minute or so as it reinstalls device drivers.
When I looked at the device driver details that were being used for the iPhone devices before, it was a driver from Microsoft, and the manufacturer was not known. After performing this procedure, it was an Apple driver, and the manufacturer was shown as Apple..
I think you will find that it works now.
