If you're referring to iTunes wifi sync then iTunes on your PC has to be running &/or auto sync via wifi has to be ticked under iTunes & both it & the iPad have to be on the same wifi network.
Mine too is greyed out until I open iTunes then it'll be active (I have auto sync over wifi disabled).
