From your question, I understand that neither the camera nor the flash are working on your iPhone and you didn’t notice this behavior until after a recent iOS update.
Are both cameras affected or just the rear facing camera?
Does the flashlight work from the Control Center on your iPhone as described in the following article?
Use Control Center on your iPhone, iPad, and iPod touch - Apple Support
To begin troubleshooting, I suggest closing the Camera app completely and then restarting your iPhone. Instructions for these steps can be found in the following articles.

I updated my phone to iOS 9.3.1 on Tuesday, April 12, and now the camera and flashlight don't work at all. I have done a hard reset three times and it still won't work. When I open the camera app it never shows a picture and will not allow me to switch between front and back cameras. When I click the flashlight button it does nothing. I have an iPhone 6 Plus.
