1080P content will need at least 8mbps in order to provide an instant stream.
On the Apple TV go to settings - general - network. Select your network. Make sure DNS is set to auto.
If on wifi try ethernet

I have had this sort of problem in the past, when a download would say 20 minutes to load (although it generally took less time) and the programme might pause briefly to do some "buffering".
You need to ascertain what download speeds your provider is supposed to be supplying. If this is less than 6 Mbps you should expect problems. If it is more than this you should be okay most of the time - in which case you should check what is available in your house using an ethernet (wired) connection. If this is okay it could point to a snag with your wireless network.
